GLOBAL STRATEGY AND THE EMERGENCE OF NEW PHENOMENON paradiplomacy

The last two decades have become so warned the international political scene. The same has been marked by the phenomenon of regionalism. If at first the emergence of a regional dimension associated with the formation of micro-regional scales, both of a endonacional and transnational, that alters the established designs. Thus, (from the national) a mapping of regional areas.

Thus on a journey, which by its nature is far from exhaustive, for various scaffoldings (Inter -) regional that have been available in Argentina and Latin America. Noting the dynamic seems to have developed in these early years of this century some of these regions. These expressions of regionalism - both micro and macro-are part of the historical process of transformation that is experiencing the whole system in the globalizing world.
As a global product, we are witnessing a global reorganization of political space. The character of container socio-territorial nation-states is altered by the coexistence of multiple spatial scales in the organizational sphere. The configuration of this scenario, however, is far from implying the disappearance of nation states and, indeed, its emergence is produced from a pre-structured reality in which the States have, and still retain "significant contributions of structural power, and thus structuring, the new context.

Transformation paradigm therefore brings changes in frames of mind. This implies the passing of the archetypal international, based on the interconnection of national spaces - to continue, with different sites and retirees, clearly divided by their borders, the model of the global.

Overall the thesis deals with this specific combination of diplomacy and description of the change in the mindset of international politics. In regard to the actions, involving the step towards the international paradigm, based on the interconnection of national spaces. The country continues to be a different place and removed, clearly divided by their borders, but taxed to the archetype of the global. In this context takes on new characters diplomacy, clear and distinct. A transformation that is used by excellence in the new actors in the international arena in the twenty-first century. There are no isolated places and it holds a transformation sui generis.

This summary of alternatives restless decisively interpretive criteria and parameters in the style of the study of international relations. Involving an exchange paradigm, while globalization is not just about real phenomena but also a way of interpreting the world. In this sense gradually become unsustainable circumscribed lines between domestic, the outside and between nation states. Decisively affects the topics of the discipline of international relations, and calls into question the accepted state of international theory is reflected also in its implicit assumption of the state space, as an appearance instituted.

alternatives for new frames of mind involves the passage of the international paradigm, based on the interconnection of national spaces. The amendment, through nation-states, however, outlines clearly separate and distinct sites across its borders. The latter refers to processes whereby social relations acquire relatively different qualities, so so that human lives are increasingly in the world acted as a single site.

Consequently, the appearance of the globe as a unique social space for many social practices, some strategic, involves a simultaneous loss of centrality on the distance and national boundaries for the organization of social relations of all kinds.

"So I will question the idea of the state space as a container of social relations, territoriality as a discrete geographical unit that provides for pre-existing social analysis, which is common to international theory, no less than to other disciplines social ". The context makes an emergency that puts regional phenomenon in macro and micro dimensions, "being part of the process of (re) production of social spaces where disparate multiple geographic scales takes place in globalization. In this sense, the encounter of the structural trends of globalization and localization have led to the neologism, glocalization, the configuration of regional space-above, below, so cross the state is the social product of the agency regionalised different actors involved in political action to make region to region. "

While macro-regional space has been considered as international relations from the most recent application to the micro-regional aspects, somehow, get the exercise glocalization, assimilating their developments in Argentina and the Southern Cone. Hence

centers are generated and determination of development proposals, in which we can mention, as new actors in the international arena. Have the purpose of discussion to the case of the Argentine provinces, which, through a constitutional amendment becomes functional participation in the international arena, without overpowering or limit the foreign policy trajectory of the nation state itself.

The resulting is being waged in those provinces who dare to international relations under the protection of the constitutional article reformulated. Noting that weaves a vector to the national interest so subjective.

local development must agree on clear standards of management, is a new perspective, generated from the clear and challenging targets for these new players. Combines this in a prism, which now is a great challenge. It should be noted that subnational actors have had to use the facts, proposals and strategies of different kinds. The mention diplomacy - Para as the tool used, as opposed to decentralization drive the new paradigm., Where the instrument engagement between the interdepencia. The consequence it contains is that we are facing a merger, or delivery in the interpretation of the neologism of "Para.

That reasoning involved, "Para could then refer to all forms of international activity undertaken by non-traditional actors, including among these transnational corporations, international workers' organizations, religious communities, nongovernmental organizations, industry, the media.

Thus on a journey, which by its nature is far from exhaustive, for various scaffoldings (inter-) regional that have been available in Argentina. As such, and noting the dynamism that seem to have developed in these early years of this century some of these regions. These expressions of regionalism - both micro and macro-are part of the historical process of transformation that is experiencing the whole of the globalizing world system.

worthy in fortune for the new technology, we foresee that in the new phase of nation - states, their populations, considered to this dependency relationship as important as transcendent. Refer to the benefits of globalization are shown by itself, an ideal in all types of relationships, that try to analyze soft sciences.

focus is possible in the development paradigm itself undergoes transformations that blur the initial figure, this transformation is the result of the slow reception in the definitions laudable policies and bases. A generalized knowledge that the first anchors of globalization are in the market economies, these absorb with great haste their strict scaffolding in solving practical, much slower, despite the first, followed by the policy space, ranging from as sluggish gradually assimilating the paradigm.

If you install the image of a tree, so is illustrated by a metaphor, for see the development and improvement of globalization, we find that the beginnings are clearly defined as its two main branches, the economy and state policy, but over time there to see the different branches with their litter where a concept we do not exhaustive, but explanatory. Innovations and the vulnerability of the same to this day are the new products and to shed light on this we say, as if the scaffold start to recycle on your livelihood over time. We refer to the cycle today as the new time of a post globalization. Or question will define the course of time is always considered in history as the best witness.

STATEMENT OF PANEL OF JUDGES

before giving our opinion, picking up the unanimous expression of the room, we want to express solidarity with the causes that have led to the hunger strike of the Mapuche brothers, causes that are the same that inspired the convening of the Court. We welcome the dignity of men and women fighting for life in the midst of a system that imposes the death.

BACKGROUNDER NEEDED:

 • The economic model has developed a series of instruments, which include the Free Trade Agreements of Cooperation and the bilateral agreements as the Treaty mining, or regional, such as the Initiative for South American Regional Infrastructure Integration, IIRSA and Plan Puebla Panama, PPP, so inconsiderate, uninformed and without community participation.

 • Mining is one of the most polluting industrial activities (five of the ten most polluted places on Earth are caused by mining activity) and accumulated irreversible impacts on the water supply watershed which is installed . This is exacerbated in the mining of border points as a highly fragile ecosystems such as glacial and peri-glacial environment.

 • mining provinces of the continent reveal high rates of poverty and deterioration of quality of life, inheriting liabilities environmental and social problems pose significant risks to life and involve significant outlays for the States and that laws requiring firms to assume these costs.

 • Mining occupying this Court involves the borders of neighboring countries, the same defense, the line and on behalf of national sovereignty, has already claimed thousands of lives in the past. Being given these areas to gain particular goals, it risks creating further outbreaks of conflict that sow death among our sister nations.

ALLEGED FACTS:

 • competing communities have denounced illegitimate government pressure to enter the mining industry in their districts. These governments have expressed approve projects without prior consultation, mocking the ILO Convention 169, dictating laws to the extent of the flagship companies such as the Chilean Binational Treaty Argentina (rife with speculation that Barrick Gold wrote it), ignoring the role duly qualified auditor, misinforming the public through speeches intended for businesses, generating security and tax benefits that no other sector has not promoting economic and criminalization of social protest that has even the assassination of social leaders.

 • communities also reported that states are gradually abandoning its subsidiary role, allowing multinationals to assume duties and functions of social policy. With it, companies become needed for subsistence, but also reserve the right to deliver or not the "benefits" affronting serious human rights and helping to build a climate of fear and social insecurity.

 • communities complain that mining TNCs operate under the delusion, promising improvements that never come and omitting relevant information when submitting their projects. For example, hide the existence of glaciers in the area to operate, minimizing the impacts of extractive methods threaten to dislodge governments who do not sell their land, etc.. This penetration strategy has been supported and endorsed by governments and authorities.

 • States of origin of the multinational mining have proved an important element of pressure for governments of each country, as they have used their networks to influence and condition the approval of projects, enabling the development of censorship practices in parent countries, and devising mechanisms to provide financing, insurance and political support for extractive industries operating in the abroad.

 • alleged complicity translates into unprecedented defenseless communities, their culture and they preserve biodiversity. This brings with it a growing mistrust on the part of affected communities and civil society to the various levels of dialogue and encounter from the institutions that arise, such as roundtables, shared management funds, etc. This smear is highly violent, since all the complainants in the Tribunal communities tend to settle their disputes through dialogue.

 • Aboriginal peoples have been most affected by the cases in question, and express discrimination by States, as well as systematically violate the right to consultation, they are forced to take concepts development and progress that are alien to them.

 • This new phase of expansion of mining mega chemical has been consumed, destroyed or contaminated glaciers, wetlands, tropical forests, wetlands, lakes and rivers, belonging to protected sites and ecosystems of biological and cultural. This has increased water stress and determined that all conflicts are exposed in court related to the threat that hangs over the water and life. In addition, sites have undergone surgery to decrease and the disappearance of native species, both flora and fauna, which has altered the food chain and has become extinct traditional activities of indigenous communities.

 • communities complain that the employment generated by mining for its people is poor, the working conditions are extreme and developed anti-union practices can not organize and visualize this reality. This adds to the disappearance of other activities that generate sustainable employment in agriculture, handicrafts, tourism, fishing, criancería, among others.

PRINCIPLES CONSIDERED:

Right behind this trial is natural, before any legislation is expressed in these 5 basic principles.

 • common good, considered not as the sum of private property but as the good of each and every one and indivisible. It is a good that is done together and projecting into the future.

 • universal destination of goods , which becomes unacceptable in the name of private property made a few powerful masters of the world and a large crowd and run out of service the powerful. E l universal destination of goods including future generations who come after us and have the right to find a world where they can live with dignity.

· P RINCIPLE of subsidiarity, which states that higher-level entities such as States, must submit to each estate under consecuenciar organization necessary to fulfillment and self-development. It is an ethical imperative that states not only do not hinder, but leave room and support social organizations to which they owe.

 • principles of participation, according to which every citizen in person or with other contributes to the life and work of the civil community to which it is linked, according to qualities and possibilities. Each person has an obligation to contribute to its conscious and responsible participation in community life in the common good.

 • principle of solidarity , which in principle requires the transformation of social structures of injustice and oppression to which they become structures of collaboration with relevant laws, market rules and appropriate systems. Solidarity as a moral virtue is a firm and persevering determination to commit oneself to the common good, either every one, that we are all really responsible for all.

JUDGEMENT

The experiences presented for our consideration today:

 • No apparent attitude of dialogue from companies to reach places.

 • not see any interest in the common good but in the private good.

 • appears not respect any reference to the universal destination of goods, but an attitude of emptying their own benefit and environmental destruction.

 • attitude does not appear subsidiarity of the authorities or the powerful but functional imposition of economic interests.

It is unacceptable to the support given to such undertakings, either with some specific action already complicit silence or inaction on the part of institutions or public or private persons.

Is the attitude of those who, through the paths of dialogue and not violence, without endangering anyone's life, offer resistance to the above course of action. So doing not only right but may be a duty. Efforts should be appropriate to keep everyone well informed about the bases of truth and justice and promote genuine dialogue to development.

RECOMMENDATIONS:

people are recommended to prevent by all peaceful means at their disposal, the adoption of new laws or agreements that compromise their present and future and welfare of their communities. This through partnerships with civil society and pressures on agencies.

is recommended that communities and organizations that have reached this Court are organized and / or articulate in order to visualize this aspect of mining expansion, its impact and future risks.

recommended strengthening the community self-esteem, caring for and maintaining traditional values of the association, autonomy and autarky, so that statements of progress, employment and business development speaking have no place in communities.

is recommended that civil society demanding justice for the peoples invaded by this new phase of expansion of mining. Understanding that justice must involve not only the recognition of current and historical debt to indigenous peoples and peasants but also the restitution and compensation for them.

governments are required, both in countries where mining is done, as in those of origin of the mining companies to meet their responsibilities under international regulations, including the State's obligation to respect, protect and fulfill human rights .

publish one month's ruling made the First Court of Ethics to the Mining Frontier: Sanctioned

proceed unethical transnational mining companies and authorities of

The Court of Ethics to Mining border is an open instance of the Latin American Observatory for Environmental Conflicts OLCA in partnership with Acción Ecológica - Ecuador., Bolivian Forum for Environment and Development Fobomade - Bolivia, San Johannine Assembly Pollution - CooperAcción Argentina and Peru, to visualize this new form of mining that threatens to devastate parts of Latin America strategically untouchable by It called on communities in over 10 countries and personalities respected for their ethical coherence in different continental areas of social life.

September 30 took place in Santiago de Chile First Court Ethics Mining Frontier, and a month of the activity, the Panel of Judges issued "in agreement" a comprehensive failure 5 page sanction the actions of the companies involved in mining the border as undermining the basic principles of ethics and the common good.

Among other things, the ruling of the Panel of Judges states that companies operating under the delusion, exhibited an attitude of plunder for themselves, contemptuous of the dialogue and impose their will with the complicity of the authorities.

The Panel of Judges was composed by Juan Luis Ysern, bishop emeritus of Ancud, Elsie Monge, executive director of the Ecumenical Commission of Human Rights in Ecuador CEDHU, Cristian Cuevas, president of the Confederation of Workers Copper and Secretary of Collective Bargaining, Conflict and Solidarity of the CUT, Lawrence Wheeler, constituent and Senator of the Republic on behalf of the Indigenous Peoples of Colombia, and Karyn Keenan Halifax Initiative Coalition of Canada.

cases that were offered for consideration by this Court were Chicomuselo barite mine in the Canadian Black Fire on the border between Mexico and Guatemala, the Cerro Blanco gold of American Glamis Gold, on the border of Salvador Guatemala, the mining projects of the Cordillera del Condor, represented by Aphrodite and White River on the border of Peru and Ecuador, the aspirations of the Mutún iron in the Pantanal on the border of Brazil and Bolivia and the emblematic Pascua Lama, Chile on the border of Argentina, led by Canada's Barrick Gold. All cases committed indigenous communities were not adequately consulted, they fear above all by water and the ecosystem balance of their habitat. The areas concerned are places that had remained unscathed by the boundary condition of the territories, and they live species and cultures that afford this type of mining for transit irretrievably to extinction. Testimonies realized how all these projects had benefited from the complicity of the authorities, which in some cases even to enact laws, signing treaties and border agreements disregard for viable ventures.

For Lucio Cuenca, director of the Latin American Observatory for Environmental Conflicts (OLCA), Judgement of the Court though not binding on States, is significant as it realizes that the values that operate in his speech mining are responsible, bring development, jobs and progress, are finally, contrary to the principles that sustain the life of the communities they are imposed. "Relieve this form of mining, socialize all borders of our continent are now weakened and under the domination of the profit motive of transnational and warning of the fate of areas designated as biosphere reserves, national parks, habitats for people not connected, etc, being disaffected without the knowledge or participation whatsoever of the citizens, is clearly an inescapable moral and social duty "ends Basin.
