Estamos en tiempo de escuchar las campanas que anuncian la primera década del tercer milenio, esto puede tener dos partes, la primera puede tomarce como reflexión, y en referencia a ello haciendo vista a este primer decenio encontramos un vecindario internacional envuelto en circunstancias pocos claras, en un reordenamiento dentro de la anarquía mundial, o el presente de un nuevo orden internacional.
Tal vez el ser optimista en la política internacional no permite tener dudas. Hoy reconocemos a los Estados en una concern that if it involves us all, responsibility and caring for our planet. That puts us outside and limitations are in lack of accountability of those governments.
International society is subject to climatic variables in all expressions that it instills.
